PUBLIC-PRIVATE PARTNERSHIPAND PROBLEMS OFTHE EVOLUTION OF THE STATE

Active development of public-private partnership in the 80-90 years of the twentieth centuries of interest to the institute from experts in various fields of knowledge. States to consider projects of public-private partnerships as a means of solving public problems, while maintaining public resources. The article reveals the connection of public-private partnerships and the stages of evolution of the state as a special form of organization of public authority. It is concluded that the institution of public-private partnership developed with the state and its interests, changes its content and purpose, while maintaining external legal form. The paper shows that at the present stage of evolution of the state of public-private partnership – is a means of implementing the state functions, using the resources of private actors.
