ORGANIZATIONAL AND LEGAL BASIC OF ACTIVITY NKVD IN MORDOVIA AUTONOMIC SOVIET SOCIALIST REPUBLIC (1934-1941)

The article reports the history of Mordovia NKVD creation and development in the pre-war period. On the basis of the USSR and RSFSR legislation, acting during 1920 – 1930, documents and materials of central and regional archives as well as FSB Department of Mordovia Republic, the problems of the USSR and Mordovia NKVD establishment, structure and staff of public security authorities and labour and peasant militia of Mordovia NKVD, also some direction of its acting during 1937-1938, are analyzed. The article concludes that NKVD creation in the USSR territory was caused by a number of objective reasons and first of all by the centralization of public administration and the necessity of all security organs strengthening. The reorganization of OGPU was made according to the Central Committee of All-Union Communist Party resolutions. The role of the highest legislative organs to resolve such issues was unimportant. In 1937-1938 period public security authorities taking the dominant position in NKVD became the kernel of all the punitive system of the Soviet State. On the orders of the top party leaders and I.V. Stalin personally they actively took part in mass political repressions. Within the period of “big terror” the activity of Administration of State Security of NKVD of Mordovia ASSR was unconstitutional and illegal.
