The article presents the main aspects of the development of understanding , both in terms of total globalization and global integration should assess intellectual potential convicts serving sentences in prison , the national penitentiary system. Intended use of this resource , especially within regions experiencing labor shortage custom frame can ensure the implementation of diffusion of innovative technology solutions representing crucial to diversify the economic structure developed so far in the Russian Federation. In addition, the analysis reflects the views of the scientific community on the components of this development, which reveals the heterogeneity of opinion in this matter. Considering all the above stated is under a purpose of creation and the subsequent development of mechanisms of interaction in the whole range of problems of the Federal Penitentiary System of Russia and regional businesses.
