The article deals with the witness protection programs used in the activity of law enforcement bodies of foreign countries. It is noted that most of the witness-protection programs offer similar protection measures depending on the circumstances of the case and the associated risk. As the analysis of international practice for the protection of witnesses shows, there are no internationally-accepted formal standards for the protection of witnesses. The paper examines alternative measures of protection missing in the Russian legislation, such as taking witnesses into custody for purposes of protection, the exception of the name and identity of witnesses from the state archives, hearing of anonymous witnesses in criminal proceedings. The authors analyze the acts of international organizations for the application of these measures and offer a comprehensive approach to maximize the effectiveness of witness protection. The conclusion is made about the possibility of using foreign experience in the use of alternative measures of witness protection taking into account the specifics of the criminal procedure legislation of Russia.
