This article discusses the application of international criminal law in armed conflicts domestic and international issues. In modern times there is a need to identify the problems of application of international criminal law in armed conflict, domestic and international issues. As a result of work on the analysis of the international legal system regulation of armed conflict and the Russian legislation the author suggested to solve the problem by fixing the signing of the Rome Statute, and all countries, without exception, which will serve as principal of the major steps towards the humanization of society in the world.
