TERRITORIAL ORGANIZATION OF ELECTIONS: WORLD PRACTICE

The article noted that the territorial organization of elections is not a purely technical question that comes to optimization of organizational resources on holding of voting and counting of votes, and a process that would ensure equal electoral rights of citizens, therefore the division of the territory of a state to territorial electoral units must meet clear democratic criteria. Discuss international standards recommended in the national electoral legislation. The analysis of the procedure of formation of election constituencies in different countries of the world. Examples of criteria for the formation of election constituencies: equal to the number of population, taking into consideration the natural barriers, compactness districts, correspondence of boundaries of the local jurisdiction, geographical size of the area, community of interests, unity of cultural problems and others.
