TO THE PROBLEM OF STRUCTURIZATION OF POLITICAL ELITE IN REGIONS OF RUSSIA

In article problem questions of formation of political elite and its structure in regions of the Russian Federation are considered. The author gives a background to a phenomenon of plurality and hierarchy of construction of regional elites, value институциональной bases of activity of elite is defined. In particular, elites of two levels are allocated: sestem or integrating elites and special elites or subelites. The role and a specific character of the regional elite, consisting what at a regional level occurs relaying of political decisions of a federal level in the social and economic policy of regions and its execution is proved. The conclusion is done, that in a basis of mechanisms of formation and maintenance of elite of this or that level (including regional) activity of the social colleges giving integrity and stability to public attitudes lays.
