DISTRIBUTION OF LAND RESOURCE IN POLITICS OF THE RULING ELITE IN RUSSIA (FIRST DECADE OF XXI CENTURY)

Yearly reduction in the area of agricultural lands of Russia is justified statistically. The key reason is discovered by the analysis of possible causes: it is conversion of Russian tillage to the category of protected area. Concrete example at municipal level in Volgograd region was considered. It’s proved, that political elite uses this process, as informational cause in the political technology of “diversion of the social unrest. Pointwise provoking of social unrest improves intra-elite manageability, safe distribution of public funds inside elite. It’s shown, that elite of higher level of power and management wins the conflict of elites, uses actual problems of land-utilization in practical politics. Public declaration of land-problems solving results preserves the monopolistic role in processes of public funds distribution.
