MIGRATION POLICY: GLOBAL PRACTICE AND RUSSIAN REALITY

Discusses management of migration policy in modern Russia based on world best practice and interests of Russians. Proved position regarding the change in the interests of migrants. In Russia there are two stages. Migration of the last decade of the twentieth century was due to the economic instability and the growth of nationalism in a number of countries on the post-Soviet space. In the beginning of XXI century clearly prevails labour migration. The political elite to maintain a relatively stable political system takes account of the interests of the business community and ordinary citizens by making changes in the laws regulating migration flows. Continuous dialogue between the power and institutes of civil society for the purpose of formation of the consolidated position concerning social development is necessary.
