INTER-PARLIAMENTARY COOPERATION: THEORETICAL-JURAL BASIS

The article covers general theoretical-jural basis of inter-parliamentary cooperation: fundamental notions and definitions, principles of realization. The copyright and the definition of inter-parliamentary cooperation are presented. An attention to the difficulties of formation and development, the traditions and developing peculiarities of realization of inter-parliamentary cooperation in Russian Federation are accentuated by comparison. The possible forms of it’s realizations are examined in detail. For example, an interaction of regional parliament with federal centre, which shows the role of federal territories in legislative process, supraregional and international cooperation are described. The systematization of legally enforceable enactments, which regulate the jural relation and their organizational frameworks in Russian Federation are conducted. The article analyses fundamental directions of inter-parliamentary cooperation growth, the elaboration of corresponding practical motions, which are connected with legislation improvement and the rise of interaction.
