THE REASONS OF REFORMING OF PUBLIC SERVICE IN RUSSIA, AS WAY OF ELIMINATION OF ADMINISTRATIVE ANOMALIES

Service approach in the organization of public administration requires a deep modernization of the power structure, comprising the reform institute of public service as a way to address the management of anomalies. However, the modernization of the public service faces a powerful braking mechanism , and results in a low political and legal culture of most of the public and government officials, the confluence of government and commercial organizations, political engagement, and belonging to a certain social class or leading public association. These administrative anomalies discredit political power, exerting a negative impact on the causes of the crisis of the Russian state and the growth of legal nihilism in society. A study on the trends and the outcome of the Russian legislation on public service in recent years has unequivo as among the research world, and among law enforcers. The importance of the study of cause and effect relationships of a variety of theoretical and practical problems of public service is predetermined by the need to establish an effective system of government -to-date managerial realities.
