The article reveals the basic principles necessary for the development and sustainable operation of the service of the state. Made study of principles and perspectives of the service model of the state in the Russian Federation, which allows to analyze the factors contributing to the development of service activities in the Russian Federation. Analysis of the forms and methods of management to determine an effective mechanism of political and legal regulation in the developing information society. The study identifies factors stimulating the development of the service of the state which include: characteristics of the national mentality, structural and content features of the national legal system, the development of information infrastructure, civil society, democratic regime, de-bureaucratization of the State apparatus, the provision of state and local government services electronically, the electronic government, the possibility of civilized lobbying activities, the availability of effective public control.
