COMMUNICATION MECHANISMS IN THE SOCIAL AND POLITICAL SPHERE OF UKRAINE: TRENDS AND CHARACTERISTICS ILLUSTRATED BY THE CASE OF KHARKOV REGION

This paper uses the case of political parties and non-governmental organizations operating in Kharkiv region to show that they serve as vehicles of various communication mechanisms in the “power-society-citizen” triangle. At the same time, they themselves are a kind of communication mechanism for communities and officials to interact with each other on different vital functions: political, social, economic, environmental, cultural, educational and so on. It is true that not all NGO’s influence the officials equally and solve the problems of the population effectively, but their mere presence indicates the development of civil society and civic initiatives in the region. The article explains the thesis that the use of communication mechanisms in political life of various regions of Ukraine should first involve the activities of non-governmental organizations co-operating with officials, as this kind of work lays a solid foundation for the establishment of a civil society.
