RUSSIAN POLITICAL ELITE PERFORMANCE EFFICIENCY

The article gives the analysis of the Russian political elite performance during the modernization period. The purpose of the article is to find out the conditions of the prospective and stable development of the Russian society. It is shown that the political elite performance efficiency is defined by the objective factors (resource availability, institutionalization, status, the order in the hierarchy system) and the subjective factors (the ability to govern efficiently, readiness for social cooperation). The cooperation in the “authorities-society” system requires parity relationships between the government and society, the citizens’ understanding of their public duties, civil control over the authorities. The author of the article points out that the quality of governance depends on the elite’s authoritative features and the citizens’ social features.
