The article is devoted to the improvement of the regional education authorities in Ukraine. Background researches identified the need to study the theoretical approaches to improve the rationality of the structural and functional maintenance of the regional education authorities connected with changes in the nature and content of the subject-object relationships which are formed in the system of Ukrainian government under the influence of democratization and the development of market relations, and the need to change management mechanisms of the education system as a whole. The methodological approach is based on a study of the needs of the managed object, the study of the actual distribution of functions and structural construction of the educational authorities, the development of structural and functional models that reflect the influence of environmental factors. Its use provides a clear functional division of labor, the concentration at each level of government in each department the necessary authority, prevents the possibility of establishing a dual subordination of inconsistent guidance; reinforced personal liability of employees for the assigned work area.
