POLITICAL OLIGOPOLY AS A RESULT OF ELECTORAL LEGISLATION CHANGES

In this paper, we study several quantitative indicators for two Russian Parliament election campaigns (2007 and 2011) and analyse changes that result from the electoral legislation amendments recently adopted. The process of the political space unification is characterized by a sharp decrease in the dynamics of the appearance of new parties in the political field. Changes to election laws adopted in 2012 will give rise to a large number of new parties which, in this case, cannot be an alternative force to the existing parties. There will be many new dwarf parties in Russia with little chances to consolidate a substantial electoral force and to become a mass party. This research attributes Russian partioma as a political oligopoly characterized by a small number of parties and a limited effect from the new parties space.
