REGIONAL ELITE POTENTIAL IN UKRAINE: MODERNIZATION OF ORGANIZATIONAL AND LEGAL FRAMEWORK

The paper is devoted to the issues of regional elite functioning in Ukraine. The urgency of the research subject is accounted for by the necessity for scientific substantiation of the upcoming trends of modernizing organizational and legal framework of the regional elite functioning in Ukraine. First and foremost, it is connected with the processes of reformation of the Ukrainian society’s socio-political sphere, local government institution development, and transformation of the regional elite functions in the context of the political legal relations democratization. The present paper justifies theoretically the functions of the modern Ukrainian regional elite (its external and internal components being identified), considers objective prerequisites for modernization of the organizational and legal framework of the regional elite functioning, and determines the negative factors that affect modernization capacity of the regional elites. The factors in question include: incompleteness of the processes of public institutions formation, vagueness of strategic directions of social development; shortcomings in the organizational and legal framework as to determining the regional elite’s functions and objectives; excessive politicization of relations between the national and regional elites; the regional elite exemption from the processes of public policy making; a number of principal contradictions within the regional elite’s structure (economic, cultural, ethnic etc.); underdeveloped civil society institutions; overcentralization of public administration processes; low level of political culture, non-compliance with spiritual and moral principles when forming the regional elite’s staff, lack of civil consciousness, patriotism and so on.
