OBJECTIVIZATION OF MODERN DEMOCRACY IN GOVERNMENT AND SELF-GOVERNMENT

The article presents a possibility of objective existence of democracy as a form of expressions of the will of the people on state and local level. Authors are guided by the constitutional provisions that the people is a plurality of persons considered as a whole. There are a soft power and strength in this people`s unity. We characterize thebase of the representative institutors and unravel their political potential in the system of public administration. The authors emphasize impossibility of overcoming of alienation of power functions to the individual in the system of public administration. A real process of objectivization of modern democracy has a bearing on self-government. Self-government is a brand new form of life people organization. We also pay attention to self-government in terms of location. A critical re-evaluation of modern Russian social government foreshadow a review of free of charge organization activity and conservation priority of state first principles in deciding the questions of local issues.
