The article is an analytical survey of foreign scholars’ reports and research works. Western anthropologist, sociologist, journalists and philosophers concern contemporary issues of indigenous ethnic groups of the North of Krasnoyarsk Krai. Arctic indigenous ethnic groups are historical phenomenon of the modern world. They face a lot of difficulties to preserve their national identity. The distinguishing feature of all the works is a pragmatic approach: the authors state low quality of indigenous peoples’ life in the age of modern industrial civilization, flourishing bureaucracy and crisis of ethnic communities. The keynote of all the works taken is preservation of indigenous ethnic groups’ culture is hardly possible without practical measures to enhance a quality of life for indigenous ethnic groups of the North of Krasnoyarsk Krai. Our young country is just beginning to build adequate socio-economic, political, legal, internal relations, and “growing pains” experienced by the state, it is quite natural. Constructive criticism would help this process.
