Article is devoted to improving the enforcement performance of staff of the Ministry of the Interior, the Federal Service for Control of narcotics and other law enforcement agencies of the Russian Federation in the field of confrontation illicit sale of narcotic drugs and psychotropic substances that are prohibited in the territory of the Russian Federation. Resolution of operational, investigative and forensic problems at all stages of the fight against drug trafficking and the formation of the basis of modern scientific-methodical and material base – the main purpose of the study, which can not be achieved without the understanding and implementation of the basic requirements of the legislation of the Russian Federation, the ever-changing and improved to increase the effectiveness of the fight against the drug threat to the health of the nation and the man, a citizen of the Russian Federation. The authors investigated the medical, social and legal aspects of the concept of «controlled» substances, the modern system of administrative law and legislation, built depending on the degree of exposure to a specific substance (narcotic drugs, psychotropic substances or potent) on the human body and the extent of the influence exerted by society its illicit Trafficking, convertible into measures to control it, which may include both a complete ban its production, trafficking and use in humans, as well as restrictions on its circulation in the Russian Federation. Strict regulation of normative legal acts of different levels: international agreements of the Russian Federation, the codified regulations of the federal and local laws, legal acts, all actions associated with licit and illicit trafficking in narcotic drugs and psychotropic substances, as well as their precursors dictated particular concern society as a whole and the state of health of the population, in particular young people.
