В статье проанализирована динамика развития фундаментальных отраслей гуманитарной сферы (образования, науки, культуры) за период независимости Украины, в результате чего выявлены основные тенденции. Позитивные тенденции: создание новых типов учебных заведений, введение дистанционной формы обучения, рост контингента студентов и молодых ученных, коммерциализация гуманитарной сферы, развитие системы международного сотрудничества и т.д. Негативные – недостаточное бюджетное финансирование гуманитарной сферы, сокращение численности некоторых образовательных учреждений, передача их помещений в аренду, рост малокомплектных учебных заведений, ухудшение материально-технического состояния объектов гуманитарной сферы и многие другие. Также в статье определены актуальные проблемы государственного управления гуманитарной сферой и на основании этого предложены механизмы повышения эффективности этого процесса.

In the article analyzed the dynamics of the development of the fundamental branches of humanitarian sphere (formation, science, culture) within the period of the independence of the Ukraine are, as a result of which revealed basic tendencies. Positive tendencies: the creation of the new types of educational institutions, the introduction of the remote form of instruction, an increase in the contingent of students and young uchennykh, the commercialization of humanitarian sphere, the development of the system of international collaboration, etc. Negative – insufficient budget financing of humanitarian sphere, a reduction in the number of some educational establishments, the transfer of their accomodations to the lease, increase in the malokomplektnykh educational institutions, worsening in the material and technical state of the objects of humanitarian sphere and many others. Are also in the article the vital problems of the state administration of humanitarian sphere determined and on the basis this are proposed the mechanisms of an increase in the effectiveness in this process.
